Current turnaround is give or takes three weeks, more complicated jobs take longer, but it all depends on stock availability.

Yes and no. It was formally an unspoken rule, to ensure that oil paintings will breathe over time. However, with the advancements of oil paint this is no longer a valid rule. Glass can now be used to protect your oil painting from dirt and sunlight, preserving it for the future.
