Hello I applied for a graduation visa with Ben in Dec 2018.

I paid 50% for the deposit and $ 300 for the PSA application fee.

But I had a diploma problem at school. So I contacted Ben and he charged me $ 150 per hours and I paid $450 for 3 hours. But it was not solved the problem.

I studied English but did not achieve my English score until the application period, and the school problem also was not solved until then.

I understand that I can not apply for a visa by mistake and I will lose the 50% refund(service fee to Ben).

But Ben did overtime to solve my school problem and he said he would not refund the PSA application fee because he spent $450 and $300 for the amount of the PSA application fee.

I cannot understand it. He said he used 2 hours in the first 3 hours and he said the rest remained, and never told me he would use $ 300, and I never gave permission.

Me and Ben wrote the contract, and there is a 50% service fee and a PSA application fee in separately, so why does he use it without my permission?

I contacted him on 01/July/2019, however, he does not reply yet.

He always have delay for replying email. I do not recommend him
