Refused to refund money for a complimentary service that was provided due to covid restrictions

Refused to refund for a complimentary service. A gallery was prepared ONLY due to covid lockdown then has refused to repay money paid. Advised he would not respond to emails requesting a refund and resolve the matter. Appalling customer service.
